Program Information

Between October 14, 2011, and October 10, 2014, the Federal Motor Carrier Safety Administration (FMCSA) conducted the United States-Mexico Cross-Border Long-Haul Trucking Pilot Program to evaluate the ability of Mexico-based motor carriers to operate safely in the United States beyond the municipalities and commercial zones along the United States-Mexico border.

The Pilot Program was part of FMCSA’s implementation of the North American Free Trade Agreement (NAFTA) cross-border long-haul trucking provisions. The Pilot Program allowed Mexico-domiciled motor carriers to operate throughout the United States for up to 3 years. United States-domiciled motor carriers were granted reciprocal rights to operate in Mexico.

This page lists those carriers that participated in the Pilot Program and motor carriers that submitted an application for participation in the United States-Mexico Cross-Border Long-Haul Trucking Pilot Program.

Mexico-Domiciled Motor Carriers with Operating Authority

*Vehicle Out-of-Service Rate (OOS)

The vehicle out-of-service rate is calculated using inspections of vehicles approved for use in the U.S.-Mexico Cross-Border Trucking Pilot Program from the date the motor carrier was granted authority to participate in the Program. This vehicle out-of-service rate may be different than the motor carrier’s overall vehicle out-of-service rate. 

Type of Inspections included in the calculation: 

• Level 1 
• Level 2 
• Level 5 

Calculation: (Number of OOS Inspections ÷ Number of Inspections) x 100 = Vehicle OOS Rate

Example: (1÷11) x 100 = 9.09%

*Driver Out-of-Service Rate (OOS)

The driver out-of-service rate is calculated using inspections of drivers approved to be utilized in the U.S.-Mexico Cross-Border Trucking Pilot Program from the date the motor carrier was granted authority to participate in the Program. This driver out-of-service rate may be different than the motor carrier’s overall driver out-of-service rate. 

Type of Inspections included in the calculation: 

• Level 1 
• Level 2 
• Level 3 

Calculation: (Number of OOS Inspections ÷ Number of Inspections) x 100 = Driver OOS Rate 

Example: (1÷26) x 100 = 3.85%

Mexico-Domiciled Motor Carriers – Compliance Reviews

*This is a Mexico-domiciled motor carrier that participated in the 2007–2009 demonstration project and operated under provisional operating authority. As announced in the Agency's April 13, 2011, Federal Register notice, this carrier receives credit for the amount of time it operated under authority in calculating the 18 month provisional operating authority period.
