FMCSA L&I Registration Options Page Advisory

We are currently performing critical updates and maintenance to enhance the security and reliability of the FMCSA L&I Registration Options webpage at https://li-public.fmcsa.dot.gov/LIVIEW/PKG_REGISTRATION.prc_option. As part of these improvements, the site will transition to Login.gov and achieve compliance with the Presidential mandate for Multi-Factor Authentication (MFA). During this process, the page has been temporarily taken offline and the following actions can no longer be conducted online:

  • Add operating authority to an existing company’s registration
  • File a biennial update to a company’s USDOT registration
  • Request reinstatement of operating authority registration
  • Update a Hazardous Materials Safety Permit (HMSP) registration
  • Update a cargo tank registration
  • Reapply for USDOT New Entrant registration after revocation
  • Submit a request to change an address in a company’s record

While the webpage is offline during the update, customers can request registration changes using the appropriate form(s) listed below. Note that depending on the type of change, you may need to submit more than one form (e.g., one form to voluntarily revoke operating authority and second form to deactivate USDOT Number or change to intrastate).

After completing the form(s), upload it through the Ask FMCSA Page: https://www.fmcsa.dot.gov/registration/ask-fmcsa. Or, fax to: (202) 366-3477. Be sure to include any supporting documentation, such as valid identification, needed to process the request. Please expect an eight (8) day timeframe for the review and processing of forms.

The following processes will remain the same during the update:

  • Apply for a new USDOT Number through the Unified Registration System (URS)
  • Apply for a new USDOT Number with Operating Authority through URS
  • Apply for Emergency (Temporary) Operating Authority
  • Voluntarily revoking operating authority
  • Notify FMCSA that the USDOT Number is out of business
  • Reactivate USDOT Number
  • Requesting change of legal name and/or employer identification number (EIN)

Apply for New Registration (USDOT and Operating Authority Numbers)

Applying for a New USDOT Number?

Companies that operate commercial vehicles transporting passengers or hauling cargo in interstate commerce must be registered with FMCSA and must have a USDOT Number. Also, commercial intrastate hazardous materials carriers who haul types and quantities requiring a safety permit must register for a USDOT Number.

The USDOT Number serves as a unique identifier when collecting and monitoring a company's safety information acquired during audits, compliance reviews, crash investigations, and inspections. For more information about whether you need a USDOT Number can be found on the “Do I need a USDOT Number?” webpage.

First-time applicants must register for their USDOT Number and/or operating authority using the Unified Registration System (URS). Instructional videos on how to register for a USDOT Number on URS can be found on FMCSA’s “How To” video webpage.  If you have any issues with applying for your USDOT Number via URS, you may contact the FMCSA Contact Center online by submitting a ticket or call 1-800-832-5660.

Applying for New Operating Authority (MC Number/FF Number/MX Number)?

A company may apply for operating authority based on the company’s business operations. For-Hire, Interstate Motor Carrier entities, Brokers, and Freight Forwarders are required to have operating authority in addition to a USDOT Number.

If you have an existing USDOT Number and want to apply to have operating authority, submit the appropriate MCS-150 series form (MCS-150, MCS-150B, or MCS-150C) in combination with the appropriate OP-1 Form.

  • Private carriers (carriers that transport their own cargo).
  • “For-hire" carriers that exclusively haul exempt commodities (cargo that is not federally regulated).
  • Carriers that operate exclusively within a federally designated "commercial zone" that is exempt from interstate authority rules. A commercial zone is, for example, a geographic territory that includes multiple states bordering on a major metropolitan city, such as Virginia/Maryland/Washington, DC.
  • Intermodal Equipment Providers.
  • Cargo Tank Facilities.

Apply for Emergency (Temporary) Operating Authority

Applications for temporary authority require a determination that there is, or soon will be, an immediate transportation need that cannot be met by existing motor carrier service [49 CFR 365.107T(f)]. Such applications are only entertained in exceptional circumstances, during natural disasters or national emergencies [49 CFR 365.107T(g)].  In most circumstances, the Agency will only entertain applications for temporary authority when an emergency declaration has been issued, consistent with 49 CFR 390.23.

Links to current FMCSA emergency declarations can be found on the Emergency Declaration, Waivers, Exemptions, and Permits webpage. The temporary authority is only valid for 120 days or until the emergency declaration expires, whichever comes first. All temporary authorities will be revoked once the emergency declaration expires.

Statement Addressing the Need for Operating Authority

OP-1 applications for temporary authority should be processed within 48 business hours of receipt. However, the authority will not be granted until the carrier’s evidence of financial responsibility (insurance) and BOC-3 form are on file with FMCSA.

If a carrier wishes to apply for permanent authority, they need to apply using the same MC/USDOT number granted for the temporary authority. The applicant would be required to pay the $300 fee for permanent operating authority registration.

  • Sole proprietor owner(s)/operator(s) are strongly encouraged to use an EIN to register with FMCSA.
  • If personal information is used for registration purposes to obtain a USDOT Number or operating authority, this information will be publicly available on FMCSA websites. This published information may include, but is not limited to, the sole proprietor owner/operator's home address, telephone number, and email address when the contact information serves as the business contact information.

Process Agent Designation and Insurance Filings
