Question: For ELD Event Annotations or Comments records in sections 4.8.2.1.5 (ELD Data File) of 49 CFR part 395, subpart B, Appendix A, what do the <{Event} Date> and <{Event} Time> refer to?

Answer: The <{Event} Date> and <{Event} Time> refers to the date and time of the event in the ELD Event List corresponding with the annotation or comment.
