FMCSA offers financial support to State partners through the MCSAP grant, which in 2021 saw an increase in funding of about 61 percent from the Infrastructure Investment and Jobs Act (IIJA). MCSAP formula grants are available to States that partner with FMCSA to develop consistent and effective CMV safety programs. MCSAP recipients are encouraged to consider participating in the CCFP and its data collection efforts.
Crash reconstruction: A crash reconstruction must include all the components of a crash investigation, plus additional data collection and analysis that “utilizes principles of physics and empirical data to analyze the physical, electronic, video, audio, and testimonial evidence from a crash to determine how and why the crash occurred” (SAE International). Crash reconstructions are typically completed by specially trained law enforcement officers or contracted third parties.
The Heavy-Duty Truck Study collects and analyzes data on how driver, vehicle, motor carrier, and environmental factors contribute to fatal crashes involving heavy-duty trucks, sometimes called large trucks. Heavy-duty trucks, or Class 7/8 trucks, have a gross vehicle weight rating (GVWR) of 26,001 pounds or more. This includes truck-tractor semi-trailers, furniture trucks, garbage trucks, and cement trucks. The Heavy-Duty Truck Study focuses specifically on crashes that result in at least one fatality.
