FMCSA issues regulatory guidance concerning the applicability of the term ‘‘driver’’ to ‘‘tillerman,’’ a person who controls the steerable rear axle on a commercial motor vehicle. The term ‘‘driver’’ is used in FMCSA’s commercial driver’s license requirements and in the Agency’s general safety rules.
