Rulemakings

Overview

The CDL division is involved in the rulemaking process from implementation of new Congressional Acts to the modification of existing CDL regulations. The CDL Division occasionally publishes in the Federal Register Advanced Notices of Rule Making (APRM) when it wishes to ask questions of the public as to which direction new legislation should go. Routinely the Division publishes in the Federal Register a Notice of Proposed Rule Making (NPRM) for public comment when a direction for the regulatory action is known. A Notice of Final Rule (NFR) is published once all public feedback has been received and considered. Other documents published are Notices of Regulatory Guidance and Notices of Final Determination, for petitions requesting reconsideration of new rules or to change a current regulation.
