Pursuant to section 32913 of the Moving Ahead for Progress in the 21st Century Act, the report is the first annual report to Congress on waivers, exemptions, and pilot programs, as provided for under Title 49 United States Code 31315, granted by the Federal Motor Carrier Safety Administration for Fiscal Years 1999 through 2013, covering October 1, 1998, to September 30, 2013.
