Limitations and Uses of Safety Measurement System Data for Assessing Motor Carrier Safety

The Explanatory Statement accompanying “The Consolidated and Further Continuing Appropriations Act, 2015” (Public Law 113-235) and House Report 113-464 accompanying House Bill 4745 requires the Federal Motor Carrier Safety Administration to conduct a formal analysis that specifically identifies the limitations in data used to calculate Safety Measurement System (SMS) scores as well as limitations in resulting SMS scores.  The report describes the history of SMS and provides the formal analysis required of SMS, including the data used to calculate SMS scores, how SMS accounts for data limitations, the effectiveness in identifying carriers for intervention, and consideration of different data sufficiency standards.
