Topic 1: PRISM NOFO
1. What is the shorthand for the PRISM NOFO? Is it the HP-CMV?
The High Priority Grant Program Notice of Funding Opportunity (NOFO) includes CMV Safety & Enforcement, PRISM and SSDQ program priorities.
Topic 2: Safety Enforcement Training Grant
1. Is the Safety Enforcement Training (SET) grant limited to training for required certifications? Or does it include other relevant non certification training?
The SET grant program will be renamed to Commercial Motor Vehicle Enforcement Training and Support (CMV-ETS) to match the statutory language.
In FY23 and going forward, we are going to allow training for non-certification purposes under the High Priority-CMV funding announcement. For example, if an entity wants to propose public education, public outreach, or human trafficking prevention training or some other form of non-certification training, they can propose those under the HP-CMV announcement.
For the FY23 CMV-ETS grant program, eligible training will be geared towards certification courses. There are some discussions we're having internally, so I don't want to say that you won't be able to offer any non-certification courses under the training right now.
What I wouldn't include under the HP-CMV, would be a training program for local law enforcement officers to conduct commercial motor vehicle inspections. We would not cover that under the HP-CMV. I want to make sure people are aware of that of that distinction.
2. Could the grant be given for training to improve identification of Rear Impact Guards which need to be replaced?
I can't say yes or no, because it depends on how it ties back to one of our priorities. If you look at the priorities, and if it's something that you can connect to a specific priority, you follow those requirements. I assume that training does not require a certification. So then, that one would fall under the HP-CMV.
Topic 3: Grants
1. Which grant would apply for funding SPE CDL Examiner certifications?
That would be under the HP-CMV. You should read the specific requirements for that priority. There are specific requirements that are outlined in there that need to be done if you want to apply. Look at what the priority is and determine if it's something that makes sense for what you want to do.
