The Effects of the Hours of Service Regulations Report to Congress - 2021

As requested by the Joint Explanatory Statement accompanying the Consolidated Appropriations Act, 2021 (Pub. L. 116-260), this is the “Effects of Hours-of-Service Regulations Report to Congress” from the Federal Motor Carrier Safety Administration. This report analyzes the real-world effects of the new hours-of-service (HOS) regulations by comparing safety data from the years prior to the adoption of the HOS amendments that became effective on September 29, 2020, with the data collected after the implementation of those regulations to determine any correlations.
