EXECUTIVE ORDER No.  20--05

CORONA VIRUS - MOTOR VEHICLE TITLING, REGISTRATION & DRIVER LICENSE WAIVER

WHEREAS, the COVID-19 pandemic has made it necessary to practice social distancing for the health and safety of all Nebraskans; and

WHEREAS, state law and regulations requires that certain Nebraska Department of Motor Vehicles' documents and licenses be submitted and renewed in a timely fashion; and

WHEREAS, it is necessary to reduce the number of in-person contacts as well as to reduce the required staffing levels of the Nebraska Department of Motor Vehicles for the public health and safety of the state of Nebraska; and

WHEREAS, counties have continued to close local offices thereby reducing the ability to continue to issue and process Nebraska Department of Motor Vehicles' documents.

NOW THEREFORE, I, Pete Ricketts, Governor of the State of Nebraska, by virtue of the authority vested in me by the Constitution and laws of Nebraska, hereby issue this waiver of specific requirements of laws governing motor vehicle titles, registrations, licenses, and permits.

Pursuant to this declaration, I hereby order the following:

  1. All titles, handicap parking permits, in-transits, temporary vehicle registrations, and vehicle registrations issued under Articles 1 & 3 of Neb. Rev. Stat. Chapter 60 that expire on or after March 1, 2020 are hereby valid from the date of this order until 30 days after the lifting of the declaration of the COVID-19 state of emergency. This will not apply to any documents otherwise issued through the limited business operations of the Department of Motor Vehicles and it s agents. Pursuant to this paragraph, under Article 27 of Neb. Rev. Stat. Chapter 77, sect ion 2703 {l)(i), any late penalties and interest that would be required after 30 days are hereby waived. Pursuant to t his  paragraph, under Article 14 of Neb. Rev. Stat. Chapter 66, any late filing penalties and  int erest are hereby waived.
  2. Expiration dates for all valid Nebraska Department of Motor Vehicles identification cards, driver licenses, and commercial driver licenses issued under Article 4 of Neb. Rev. Stat. Chapter 60 and other conditional or provisional permits that expire on or after March 1, 2020, are hereby extended until 30 days after the lifting of the declaration of the COVID-19 state of emergency. This will not apply to any documents otherwise issued through the limited business operations of the Department of Motor Vehicles. A person who is not eligible to drive due to suspension, revocation, cancellation, or denial may use licenses or identification cards for identification purposes only.

  1. All statutory requirements and deadlines set forth in Articles 1, 3, and 4 of Neb. Rev. Stat. Chapter 60 and the Rules and Regulations of the Department of Motor Vehicles and its agents for the issuance or renewal of licenses, permits, titles, liens, certificates of registration, and other documents by the Department of Motor Vehicles and its agents are hereby waived until 30 days after the lifting of the COV ID-19 state of emergency. This will not apply to any documents otherwise issued through the limited business operations of the Department of Motor Vehicles and its agents.

  1. All ignition interlock device installation and service providers governed by the regulations set forth in 250 NAC Chapter 1 are allowed a  two-week extension for  all monthly  service for  existing interlock customers. Additional extensions may be available beyond this initial extension on a case-by-case basis as determined by the Director of the Department of Motor Vehicles.
