Question 17: Does the Federal Motor Carrier Safety Administration (FMCSA) certify or approve training instructors for listing on the Training Provider Registry (TPR)?

Guidance: No. FMCSA has no role in certifying training instructors. The regulations establish a minimum qualification standard for theory and behind-the-wheel (BTW) instructors, which includes meeting all applicable State qualifications for commercial motor vehicle (CMV) instructors. It is up to the training provider to determine whether its instructors meet these minimum standards.
