Please Note: this is not related to the FMCSA Cloud cutover.

For further distribution, as appropriate.

DOT Moving to Managed Trusted Internet Protocol Service (MTIPS)

“Advance Notice”

What’s happening and why?

The Office of the Chief Information Officer (OCIO) will move the DOT network to a new secure internet service called MTIPS (Managed Trusted Internet Protocol Service) to improve network functionality and security.

When is it happening?

Friday, October 28, 2016, at 10:00 p.m. to Sunday, October 30, 2016, at 11:59 p.m., EDT.

Will this affect you?

Yes, if you work in any Operating Administration (OA), except FAA, and attempt to access the DOT network during the move.

What will you notice?

The move will occur in two phases and cause network outages at HQ and all field sites during each Phase:

Phase 1 will last approximately two hours, starting at 10 p.m. on Friday. During this time, you will not have access to any DOT/OA network systems, the internet, or remote access, including Virtual Private Network (VPN) and Virtual Desktop Infrastructure (VDI).

Phase 2, modal testing of mission applications, will last until Sunday, October 30, 2016, at 11:59 p.m., EST. During this time, access to mission applications will be intermittent.

During outages:

Phase 1:

You will not be able to connect to VPN or VDI

Active VPN and VDI connections will be severed

In Outlook, you will be able to save email drafts, but will not be able to send or receive email

Email on mobile devices will not be available

Phase 2:

Modal mission systems might experience intermittent outages

What are the next steps?

You will be notified 30 minutes before the start of the cutover

Notifications will be sent when OA testing begins

In the event a test group finishes early, the next test group will receive a phone call from the ITSS Network Engineering (NE) Lead to start earlier than expected

Only test team leads should call 5-Help to report issues

When calling 5-Help, press “8” or tell the call screener your reason is MTIPS-related

Team leads must provide the following information:

Name of point of contact (POC) the NE should contact

Phone number of POC

Level of impact (e.g., 500 users, financial website not available, Informational website only, etc.)

5-help will place MTIPS ticket in NE queue

NE Lead will triage the NE queue

Test team leads can call into the management bridge to get status of ticket: 1 (641) 715-3580 Code: 425823# for Management Bridge

During the cutover, NE will email management every hour with progress updates. NOTE: In the event email is down, NE will send via text or phone.

The management bridge will be active until the cutover is complete

NE will notify management when testing is completed and all network services restored. Below is the expected schedule. Modifications will be communicated when necessary.
