How We’re Modernizing FMCSA Registration
Motus: USDOT Registration System is the start of a safer journey with FMCSA.
Motus streamlines processes, enhances fraud prevention, and provides a more intuitive, user-friendly experience for supporting companies, motor carriers, brokers, and other registrants.
FMCSA is dedicated to ensuring everyone can successfully transition to the new system. Here’s the plan:
Step 1: Limited Access for Supporting Companies
Beginning December 2025, supporting companies can create user and business profiles in Motus. This ensures they can deliver essential services to industry when the system opens for all users.
Step 2: New System Opens for All Users
In 2026, all customers, including new and existing registrants, will be able to access the system and take advantage of enhanced, user-friendly registration tools and information.
Step 3: Continuous Improvement
FMCSA will continue to release additional functionalities and collect feedback to identify new enhancements.
Listening and Responding to Stakeholder Feedback
In response to stakeholder feedback, when the new system launches for all users, it will not include the introduction of Safety Registration, the elimination of docket numbers (MC/FF/MX), or changes to the BOC-3 form filing process.
These proposed changes are still under consideration and will be open for public comment in a Notice of Proposed Rulemaking.
Here's What's Coming Down the Road
FMCSA is taking a measured approach to implement changes to registration and will give stakeholders ample time to prepare for new functionality. Here’s what’s coming with Motus: USDOT Registration System.
Simplified Registration Processes
- Consolidation of FMCSA forms into a single online system
- Easily accessible company account pages to manage user and business information
- Enhanced user roles to engage the right people at the right time
Streamlined Registration Identification
- All regulated entities will continue to be identified by a USDOT Number
- Suffixes at the end of the USDOT Number will indicate each type of registration granted (these suffixes will not be a vehicle marking requirement)
Improved and Intuitive User Experience
- Auto-population tools, real-time data validation, smart logic, edit checks, and notifications
- Mobile devices and tablets can be used to view and update registration information on the go—no need to wait on paper form processing
Enhanced Verification and Fraud Reduction
- New identity verification software and user roles to protect and control system access
- New business verification and information edit checks to validate key information (e.g. principal place of business address)
- The system will support automated, secure processes for users to conduct business electronically
