Final Report
Chartered by Transportation Secretary Pete Buttigieg on February 11, 2022, the Truck Leasing Task Force Advisory Board (TLTF) was established as a statutory committee in Section 23009 of the Infrastructure Investment and Jobs Act, known as the Bipartisan Infrastructure Law (BIL), Pub. L. 117-58. TLTF's eight members possess a wide range of backgrounds, experience, and certifications, allowing them to examine the terms, conditions, and equitability of common truck leasing arrangements, particularly as they impact owner-operators and trucking businesses subject to such agreements.
TLTF held public meetings from July 2023 through December 2024 to discuss statutorily required topics that focused on identifying information and data, reviewing common truck leasing agreements, and discussing ways providers of such agreements create inequity through inappropriate terms or conditions. Additionally, TLTF examined whether truck leasing agreements properly incentivize the safe operation of vehicles, including driver compliance with the hours-of-service regulations and laws governing speed and safety.
The Truck Leasing Task Force has completed its work under the Infrastructure Investment and Jobs Act, Public Law No. 117-58, section 23009 (Nov. 15, 2021), submitting its report on January 16, 2025. The report is available here.
