Question: How should the Time Zone Offset from UTC handle daylight savings time?

Guidance: The rule calls for storing date/time information using UTC and transmitting data in the data file using the UTC offset in effect at the driver’s home terminal. This means that when daylight saving’s time is in effect at the home terminal, it should be included in the UTC offset. It would not be included in the UTC offset if daylight savings time is not in effect at the home terminal.
