Electronic Logging Device (ELD) Technical Improvements Study

Goal

The project will conduct a systematic review of the ELD shortcomings, identify operational and technological gaps, benchmark other related devices (e.g., Canada, EU), develop IT requirements to address the gaps, develop a cost estimate for the IT fixes, and assess the feasibility of establishing an ELD certification program. 

The project will look into the following questions: How often do potential violations correspond to actual violations? What is the false positive and false negative rate? What are some indicators of false logs? What updates are needed to the ELD technical specifications? What are the technical and resource requirements for an ELD certification program?

Summary

The project will consist of the following tasks: (1) conduct technical review and assessment of ELD specifications; (2) conduct literature review and scan of other related devices (e.g., Canada, EU); (3) develop IT requirements and estimated costs to address identified technical and operational gaps; (4) assess what data can reliably be used to issue violations under a Level VIII inspection; and (5) assess the feasibility and resource requirements of establishing an ELD certification program.
