Pursuant to section 5307 of the FAST Act, the letter report provides written notification for each of the rulemakings subject to the requirement, including a description of actions taken to date, explanations of delay, and expected dates of completion.  The first report was due January 3, 2016, with subsequent reports due every 180 days thereafter until all rulemakings are complete.  This report is the second report.
