Section 4128 of SAFETEA-LU authorized the Secretary of the U.S. Department of Transportation to make grants to States for projects and activities to improve the accuracy, timeliness, and completeness of commercial motor vehicle safety data.  The section also directed the Secretary to submit a biennial report on the activities and results of the program carried out under this section.  The report fulfills the directive for 2011 and 2012.
