Section 32303 of MAP-21 directs the Secretary of Transportation to develop recommendations and a plan for the development and implementation of a national driver record notification system.  The plan must include an assessment of the merits of achieving a national system by expanding the Commercial Driver’s License Information System and an estimate of the fees that an employer will be charged to offset the operating costs of the national system.
