The Commercial Driver's License Drug and Alcohol Clearinghouse Implementation Report to Congress

Pursuant to section 8109 of the “SUPPORT for Patients and Communities Act’’ (P.L. 115-271), the letter report provides information on the implementation of the Federal Motor Carrier Safety Administration’s (FMCSA) drug and alcohol clearinghouse (Clearinghouse).  The Clearinghouse is defined and mandated at 49 U.S.C. 31306a, and it will contain information pertaining to violations of the Department’s controlled substances (drug) and alcohol testing program for holders of commercial driver’s licenses.  Specifically, under section 8109, FMCSA was to provide an updated schedule, including benchmarks, for implementing the final rule as soon as practicable, but not later than the compliance date, and a description of each action FMCSA is taking to implement the final rule before the compliance date.
