Section 23017 of IIJA required the Secretary of Transportation to submit to Congress a report analyzing the cost and effectiveness of electronic logging devices (ELDs). This report details the processes FMCSA uses to: (1) review driver logs recorded by ELDs; (2) protect proprietary information and personally identifiable information obtained from ELD logs; and (3) explain how an operator may challenge or appeal a violation notice issued by FMCSA relating to an ELD.
