Discretionary Grant Program Notice of Funding Opportunities - Fiscal Year 2023

The Federal Motor Carrier Safety Administration (FMCSA) posted four fiscal year 2023 Grant Program Notice of Funding Opportunities (NOFO) on Grants.gov, which are linked below by grant program. Applicants must meet specific eligibility criteria to apply. Detailed information can be found in the NOFO. 

FMCSA hosted three Funding Conferences to provide potential applicants an overview of the requirements found in each NOFO, guidance on how to submit a successful written performance-based application, discussion of common errors found in applications, and the opportunity to ask related grant-specific and financial questions. High Priority-Commercial Motor Vehicle (HP-CMV)

HP-CMV provides funding for projects which support, enrich, and evaluate CMV safety programs and to target unsafe driving of CMVs and non–CMVs in areas identified as high-risk crash corridors, promote the safe and secure movement of hazardous materials, improve safety of transportation of goods and passengers in foreign commerce, demonstrate new technologies to improve CMV safety, support participation in the Performance Registration Information Systems Management (PRISM) program, support safety data improvement projects, increase public awareness and education on CMV safety, and otherwise improve CMV safety (see 49 CFR Part 350.403). Learn more about the HP-CMV grant at https://ai.fmcsa.dot.gov/Grants/HighPriority.aspx.   

Eligible Entities: 

  • State government agencies including District of Columbia, Commonwealth of Puerto Rico, Commonwealth of the Northern Mariana Islands, American Samoa, Guam, and the U.S. Virgin Islands; 
  • Local governments (including county, city, township, and special district); 
  • Federally recognized Native American tribal governments; 
  • Institutions of higher education; and  
  • Non-profit organizations with a 501(c)(3) status with the Internal Revenue Service.  

NOTE: For Profit Organizations and Individuals are NOT eligible.

​​High Priority-Innovative Technology Deployment (HP-ITD)

HP-ITD provides funding to advance the technological capability and promote the deployment of intelligent transportation system applications for commercial motor vehicle (CMV) operations, including CMV, commercial driver, and carrier-specific information systems and networks, and to support and maintain CMV information systems and networks to (i) link Federal motor carrier safety information systems with State CMV systems; (ii) to improve safety and productivity of CMVs and commercial drivers;  and (iii) to reduce costs associated with CMV operations and regulatory requirements. Eligible Entities: 

  • States, the District of Columbia, the Commonwealth of Puerto Rico, the Commonwealth of the Northern Mariana Islands, American Samoa, Guam, and the U.S. Virgin Islands.  
  • FMCSA may award HP-ITD funds to eligible applicants that have an approved program plan as outlined in the Fixing America’s Surface Transportation (FAST) Act.

Commercial Driver's License Program Implementation (CDLPI)

Commercial Motor Vehicle Operator Safety Training Program (CMVOST)

The CMVOST grant program provides financial assistance to expand the number of CDL holders with operator safety training and to assist current or former members of the U.S. Armed Forces transition to the CMV operation industry.  Learn more about the CMVOST grant by clicking here.  

Eligibility: 

  • Educational institutions accredited by the U.S. Department of Education 
  • Non-accredited institutions approved by the U.S. Department of Labor as eligible training providers and who accepts Workforce Innovation and Opportunity Act; approved by State Approving Agencies and the U.S. Veterans Administration (VA) to accept VA benefits
