Yes, FMCSA can process ID cards from the following U.S. Territories:  

• Guam,  

• the Northern Mariana Islands,  

• Puerto Rico,  

• American Samoa, and  

• the U.S. Virgin Islands.  

They accept passports and driver’s license, and other government issued documents.
