EXECUTIVE ORDER #305

An Amendment to Executive Order #303
Relating to a Proclamation Declaring a State of Emergency
in Response to Widespread Flooding

WHEREAS, commencing on August 20, 2018, record rainfall on previously saturated terrain caused widespread flash flooding, forced the evacuation of many individuals and businesses, closed roadways, damaged bridges and culverts, and imperiled critical infrastructure in the Wisconsin counties of Dane, Fond du Lac, Juneau, La Crosse, Monroe, Vernon, and Washington; and

WHEREAS, ongoing torrential rains and disaster recovery efforts to this ongoing weather event revealed that the Wisconsin counties of Fond du Lac, Juneau, La Crosse, Monroe, Vernon, and Washington were severely impacted; and

WHEREAS, area emergency responders from fire, law enforcement, and emergency medical services have responded to this flooding, including staff from Wisconsin Emergency Management, the Wisconsin Department of Natural Resources, the Wisconsin Department of Health Services, and the Wisconsin State Patrol; and

WHEREAS, additional personnel and resources are needed to expedite the response and recovery operations in the affected areas;

NOW, THEREFORE, I, SCOTT WALKER, Governor of the State of Wisconsin, by the authority vested in me by the Constitution and the laws of this State, and specifically by Sections 321.39, 323.10 and 323.12 of the Wisconsin Statutes, do hereby:

  1. Proclaim that, in addition to Dane County, a State of Emergency exists in the Wisconsin counties of Fond du Lac, Juneau, La Crosse, Monroe, Vernon, and Washington.
  2. Direct all state agencies of the State of Wisconsin to assist the above referenced counties as appropriate in this response and recovery effort.
  3. Call to state active duty such elements of the Wisconsin National Guard as the Adjutant General deems necessary to assist local authorities in providing security and other essential services.
  4. Authorize the Adjutant General to use personnel called to state active duty pursuant to this order in emergency status.
