SUBJECT: DECLARATION OF EMERGENCY, 90 DAY EXTENSION OF OPERATOR'S LICENSES EXPIRATION DATES AND REGISTRATION DEADLINES


WHEREAS, on March 6, 2020, the Governor issued Executive Order 2020-215 declaring a state of emergency regarding COVID-19; and

WHEREAS, as a mitigation measure, individuals showing symptoms of illness are encouraged to self-isolate and all individuals in the Commonwealth are encouraged to practice social distancing, and this Official Order is in furtherance of these goals; and

WHEREAS, the Governor has directed that all government offices offering in person services close to the public indefinitely, including all driver's license issuance locations; and

WHEREAS, KRS 186.4101 requires that a license to operate a motor vehicle,       motorcycle or moped be renewed every eight (8) years prior to its expiration date; and

WHEREAS, KRS 186 and 186A require timely registration of vehicles and vessels; and

WHEREAS, circumstances surrounding the COVID-19 outbreak may make it difficult or impossible for a number of Kentucky driver's license holders to timely renew their drivers' licenses or to timely update their vehicle or vessel registration certificates;

NOW, THEREFORE, pursuant to the authority vested in me by Executive Order 2020-215 and KRS Chapter 39A, I hereby declare:

That until further notice the renewal date for Kentucky operator's licenses, ID cards, and permits shall be and is hereby extended for a 90-day period, subsequent to its current expiration date;
During this 90-day extension period, such drivers licenses shall be considered in full force and effect as if timely renewed;
This order shall further apply to all commercial driver's license holders under the provisions of KRS 28lA;
The expiration date of vehicle or vessel registration certificates, vehicle license plates, vehicle tag certificates and handicapped parking permits and other deadlines mandated by the Department of Vehicle Registration, including lien filings, are hereby extended for a period of 90 days, subsequent to their current expiration dates, and any additional fees for the late renewal of or application for such licenses, permits, certificates, cards and plates are hereby waived.
