RE: Declaration of Civil Preparedness Emergency

Dear Secretary Merrill:

As a result of the severe flooding throughout the State caused by heavy rain from the remnants of 
Hurricane Ida, which has caused widespread damage, interfered with transportation, and which 
continues to pose significant potential risk to public safety, I hereby proclaim, pursuant to Section 
28-9 of the Connecticut General Statutes, that a state of civil preparedness emergency exists.

I am filing this proclamation with you under my hand and seal on this 2nd day of September, 2021.
