Pursuant to section 32913 of MAP-21 and codified at 49 U.S.C. 31315(e), the attached report is the fifth annual report to Congress on waivers, exemptions, and pilot programs granted by FMCSA under section 31315 of title 49 U.S.C.  The report covers FY 2017.
