Enclosed is the "Waivers, Exemptions, and Pilot Programs Report to Congress - Fiscal Year 2023" and the "Waivers, Exemptions, and Pilot Programs Report to Congress - Fiscal Year 2024," submitted pursuant to section 32913 of the Moving Ahead for Progress in the 21st Century Act (Pub. L. No. 11 2-141) and codified at Title 49 U.S.C. 31315(e). The reports list the waivers, exemptions, and pilot programs authorized by the Federal Motor Carrier Safety Administration (FMCSA).

ln Fiscal Years (FY) 2023 and 2024, FMCSA granted several waivers that provided relief to States, motor carriers, commercial driver's license (CDL) holders, commercial learner's permit holders, third-party CDL skills test examiners, intermodal equipment operations, and parties subject to pre-employment testing requirements. In FY 2023, the medical exemption programs enabled 545 individuals to begin or resume careers as interstate commercial motor vehicle (CMV) drivers. In FY 2024, the medical exemption programs enabled 609 individuals to begin or resume careers as interstate CMV drivers. In FY 2023 and FY 2024, FMCSA operated the Safe Driver Apprenticeship Pilot Program. During this time, FMCSA has observed no adverse impacts on CMV safety from the use of waivers, exemptions, and pilot programs.
