Comment on FMCSA Rulemakings

How do I comment on a rulemaking?
You may comment on rulemakings published by any modal administration of the U.S. Department of Transportation either electronically or in writing. Submit written, signed comments to the docket number appearing in the heading of the rulemaking to Docket Clerk, U.S. DOT Dockets, room PL-401, 400 Seventh Street, SW., Washington, D.C. 20590-0001. Visit http://dmses.dot.gov/submit/ to electronically file comments.

How do I use the DOT Docket Management System to view comments on rulemakings?
This site provides two methods for using the Docket Management System (DMS). Follow the Docket Management System link on this page or visit the Motor Carrier Rulemaking and Notices page and to directly access the docket for a specific rule to view or print its docket contents. You will need either a TIF/TIFF image viewer or Adobe Acrobat Reader® software. Contact your system administrator for more information on obtaining these aids.

If you access DMS from this page, you must obtain the docket ID number for each rulemaking that you intend to search. Use the may locate any rulemakings published by a DOT modal administration (e.g., FAA, FTA, NHTSA, RSPA, etc.) by using the last four digits of the rulemaking docket ID number. Federal Highway Administration docket ID numbers are formatted as FHWA-yy-9999. Use only the last four digits of the docket ID number when searching. For example, if the docket ID number is FHWA-96-1234, search on 1234.
