New Fixed Rates for the HMSP Program

On June 27, 2012, the Federal Motor Carrier Safety Administration (FMCSA) issued new fixed out-of-service (OOS) rates for determining eligibility for a permit under the HMSP Program. These rates are now in effect and are being used to establish a company's eligibility for an HMSP. Detailed information on the method used to calculate these rates is published on FMCSA's SAFER Web site at http://www.safersys.org/HazMatRates.aspx. Holders of Denied HMSPs - review your current Company Safety Profile

If FMCSA previously denied your company an HMSP due to either a crash, vehicle, driver, and/or hazardous materials OOS rate equal to or above the national cut-off, you should review your company's prior 12 months of safety information to determine if it now qualifies for an HMSP under the rates established as the result of this recent policy change. Your company's inspection and crash reports, as well as OOS rates, may be accessed by downloading a Company Safety Profile from FMCSA's SAFER Web site at http://www.safersys.org/. If you believe that your company now qualifies for an HMSP, you must resubmit your company's MCS-150B application to re-apply for an HMSP.

Request Your HMSP Application (MCS-150B) be Reprocessed

After reviewing your crash and OOS rates, you may request that FMCSA reprocess your company's MCS-150B application by sending it by email to FMCSA.HMSP@dot.gov or by fax to 202-366-3621, Attn: Tyrone Gibbs or Roxane Greene. Your company's DOT number, a current Pipeline and Hazardous Materials Safety Administration (PHMSA) Certificate of Registration, and proof of adequate insurance presented on the MCS-90 form, must be submitted in order for your HMSP application to be processed.
