Controlled Substances and Alcohol Use and Testing; Foreign-Based Motor Carriers and Drivers

Final rule.
The FHWA is extending the applicability of rules on controlled substances and alcohol use and testing to include foreign-based drivers of motor carriers operating in the United States. This action is taken pursuant to the Omnibus Transportation Employee Testing Act of 1991 and is consistent with the international obligations of the United States. The rules will apply to all foreign-based drivers and employers, who are predominantly from Canada and Mexico, to the same extent as those based in the United States.
