In preparation for issuance of an Electronic Onboard Recorder (EOBR) Notice of Proposed Rulemaking (NPRM), FMCSA initiated a contract with ICF, Inc. to conduct a regulatory impact analysis and respond to OST and OMB comments. Additionally, with the NPRM now issued, FMCSA expects to receive many comments, many of which may affect the Regulatory Impact Analysis (RIA). As such, FMCSA will continue this contract to handle RIA changes required between the NPRM phase and the issuance of a potential final rule in FY 2008.
