Information about

Uniformity of State Hazardous Materials
Permitting and Registration for Motor Carriers and Shippers

Since May ‘93 a group of States (the “Alliance”) has been using a common sense approach to HM registration and permitting. This approach is to foster uniformity of HM transportation permitting and registration through a single (base) State process.
This project is fully supported by the Federal Motor Carrier Safety< Administration.

The FMCSA supports the objectives of the “Alliance” and believes that with the uniformity of forms and procedures we can achieve a nationwide network of efficient, safe and effective HM registration and permitting in the highway mode.

Facts
(about the Uniform Program)

Registration and permitting of HM motor
carriers and/or HM shippers (registration
only) are conducted through a base State
system.

  • The base State will collect all fees and
    distribute them as appropriate to
    participating States.
  • Motor Carriers must not have an
    unsatisfactory U.S. DOT Safety Rating
    or have a State equivalent unsatisfactory
    rating for carriers not subject to Federal
    jurisdiction.
  • The alliance “board” consists of one
    member from each of the participating
    States.
  • Participating base States can issue a
    reciprocal National permit and/or
    registration that will allow the company to
    operate in all participating jurisdictions.
  • The uniform program is both a registration
    and permitting program. Registration is to
    identify HM motor carriers and shippers.
    Permitting is a right to operate based upon
    safety fitness.
  • There may be additional program
    requirements for motor carriers of
    Hazardous Waste.
  • The motor carrier and/or shipper will apply
    to it’s base State for the permit and/or
    registration.
  • Each State will still be able to assess fees as
    they deem appropriate.
