The 2006-2011 Strategic Plan will serve as the reference point for FMCSA priorities, budget requests, and other activities. Because this plan will provide the basis for our activities for the next few years, it is important that we capture the goals, tone, and culture of our Agency.
The DRAFT Strategic Plan is now available to all FMCSA employees and you are encouraged to submit your questions, comments, and suggestions about this document. We will collect comments on the draft through October 27, 2006, and prepare for a final release of the FMCSA Strategic Plan this fall.

Background
A working group, appointed by the Associate Administrators and representing a cross section of Agency headquarters and field personnel, guided the process of refreshing our Strategic Plan. This group began the planning process by reviewing the "Federal Motor Carrier Safety Administration 2010 Strategy," our first set of goals, established in 2000.
The Agency tasked the group to write a plan that would reflect today's dramatically changing motor carrier industry environment, the nation's need for improved security and preparedness, the increasing challenges of road congestion, and Administration and Congressional mandates. The Draft Strategic Plan was subsequently updated to conform to the direction of Agency managers and reviewed to ensure its agreement with the goals, strategies, and objectives of the U.S. Department of Transportation (DOT).

We are proud to present to you—our stakeholders—the Federal Motor Carrier Safety Administration's Draft Strategic Plan, 2006-2011. We now are entering our sixth year as a separate operating administration, with a total of over 60 years as an organization dedicated to the mission of improving commercial motor vehicle, driver, and carrier safety. We are very proud of our accomplishments, and as you will see in this new plan, have restated our commitment to safety and set higher standards for the future for our agency in the interest of saving lives on our nation's highways. We believe that our responsibility as regulators and enforcers of commercial motor vehicle safety means that we owe the American people our very best.
