Hesh Ansari, Ph.D
Chief Architect and Division Chief of IT Development
Dr. Hesh Ansari became FMCSA's Division Chief of IT Development in January 2006. Prior to joining the USDOT, Dr. Ansari served as Deputy Associate Chief Information Officer and Director of Cyber Security operations for the United States Department of Agriculture; Director of Information Technology for the United States Army medical units; Telecommunications Program Manager for the United States Army Office of the Surgeon General; Director of the Office of Information Management for the largest United States Army Medical Command in Europe; and Director of Information Technology for the United States Department of the Treasury, Office of Inspector General (OIG). His work experience includes research, planning, design, prototype development, installation, and management of a large and diverse array of automated information systems, as well as telecommunications systems architecture and infrastructure.
Dr. Ansari earned his Ph.D. degree in Industrial Engineering and Operations Research from New York University, School of Engineering (Polytechnic). Dr. Ansari has lectured on a number of IT subjects, at undergraduate and graduate levels, at various metropolitan colleges and universities. He has developed and taught numerous short courses such as IT Architecture and Infrastructure; Simulation Modeling; System Analysis and Design; Business Process Redesign; Sampling Methodology; and Probability Theory.
The information technology key initiatives that established Dr. Ansari as an IT innovator were Voice/Data Switching Communications; Video Teleconferencing; Telemedicine and Tele-radiology; Defense Commercial Telecommunications Network; ISDN Switching; the Defense Switched Network (DSN); the first automated Patient Appointment and Scheduling System in Europe; Uniform Chart of Accounts System; Investigations Data Management System (computer-based case tracking and reporting); Electronic Database Brief; infrastructure for the United States Air Force Medical Planning Factor Information System; and Statistical Sampling Estimation Tool.
Dr. Ansari has been highly decorated for his military and civilian career accomplishments.
He has been recognized for his outstanding community support and consultation services in IT,
security, and community services, by such organizations as the National Science Foundation, General
Accounting Office, Treasury OIG, and various constituent units of the Department of the Treasury.
He received three joint awards from the President's Council on Integrity and Efficiency/Executive
Council on Integrity and Efficiency (PCIE/ECIE) and the National Science Foundation for exemplary
leadership in providing consultation and advice to the OIG community-at-large. Additionally, Dr.
Ansari received a fourth PCIE award for his exemplary services in the Information Technology
Migration and his contribution to the Science and Technology on October 30, 2002.
Dr. Ansari serves as a member/representative on a variety of local and national scientific boards and committees. He is a Fellow of the American Association of Information Resource Management and the American Statistical Association.
