E-Authentication Instructions for Carriers/Industry Customers

  1. Go to https://csp.orc.com to apply for your E-Authentication User Credential.
  2. Complete the ORC Credential Application form
    1. Be sure to fill out all required fields.
    2. Please check the box that follows "If you wish to obtain Level 2 access." Note: Failure to check this box will require you to complete the process again to obtain the required credential.
    3. Please give your full business and personal address details and include your social security number or EIN number.
    4. Insert a complete e-mail address.
    5. Enter DOT-COMPASS on the bottom line of the payment information section of the application
    6. Note: Do not give your credit card information.

  3. Have your form notarized
    1. Notaries are available in nearly every community in the U.S. They can be found in banks, real estate offices, law firms and title offices, post offices that handle passport applications, and occasionally in private practice. Some Government offices have notaries available.
    2. Some notaries may charge-if so, please pay the required fee and pursue reimbursement through normal local channels.
    3. Be aware that you will be asked to show identification the purpose of verifying your identity. You may use either one item from List A OR one item from List B AND one from List C.

    List A

    1. United States Passport (current or expired)
    2. Certificate of United States Citizenship
    3. Certificate of Naturalization
    4. Unexpired foreign passport with attached Employment Authorization
    5. Alien Registration Card with photograph (green card)

    OR

    List B

    1. A state issued driver's license or ID card with a photograph, or information including name, sex, date of birth, weight and color of eyes.
    2. U.S. Military Card
    3. Voter's Registration Card

    AND

    List C

    1. Original Social Security card
    2. A birth certificate issued by state, country or municipal authority bearing a seal or other certification.
    3. Unexpired INS Employment Authorization

  4. Submit form to ORC
    • Sign and return completed and notarized form to ORC via Federal Express or UPS. Use normal office procedures for securing overnight shipping services.
    • Credential will be sent to you by e-mail within two business days of receipt of your form.
  5. Upon receipt of credential from ORC
    • Notify Janet Curtis that you have received your credential by e-mailing janet.curtis@dot.gov. You will be notified by e-mail when the FMCSA Portal is ready to accept credentials.
  6. When using your credential on the FMCSA Portal for the first time:
    • Enter your ORC user ID and password (your ORC credential)
    • Proceed to use the FMCSA Portal as before.
